I noticed that the website said " This site is intended as a collection of documents, facts, stories and more in a digitized format that allows for the widest dissemination possible." They also stated " This section is provided to you so that you may explore the history of the Civil Air Patrol with facts in hand. Why learn about CAPs history? To begin exploring, select an area of interest to the right. The information you are requesting is protected from interception or disclosure." The meta header had Civil as the first keyword. This keyword was followed by Air, Patrol, and Force which isn't as important as Civil. The other words the site used was United. States is also included but could not be seen by web engines.
